The Sand County Foundation will begin research and stakeholder outreach to support the development of a pilot water quality market for phosphorus reductions in the Milwaukee River watershed. The pilot will employ a cooperative model in which farmers in a voluntary association would decide how to apportion money to producers who reduce agricultural runoff.
