The City of Green Bay has faced frequent flooding on the East River due to changes in the frequency and intensity of storm events, undersized stormwater infrastructure and development pressure in the area. Sixteen flood and flash flood events have occurred since 1990, including severe flooding in 2019 that resulted in the Governor declaring a State of Emergency and 37 homes being condemned. The city will work with engineers and biologists to conduct site assessments and create concept designs at three city-owned properties along the East River. The designs will identify ways to increase stormwater retention and mitigate the damage frequent flooding is causing along the river.
